Product Information - Green Loan - GEFF

The EBRD’s GEFF programme in the Western Balkans is co-financed by the European Union through the Western Balkans Investment Framework, Austria, Japan, Denmark and Austria and Switzerland through the High Impact Partnership on Climate Action (HIPCA)*.

Target:

Green loan is a product designed by GEFF and is offered to AFK’s customers who have stable salaries or active business, in order to finance projects and/or project components, which have an effect on energy savings.

Purpose of the loan:
These loans are used for insulation works (envelope of the building), purchase of equipment and machinery for businesses, insulation of barns, agricultural machinery, as well as purchase of household appliances.

  • Loan amount: 50 to 25,000€
  • Return time: 2 to 60 months
  • Administrative stoppages

To be eligible to receive a loan from AFK, the applicant must meet the following conditions:

  • The applicant must be a resident citizen of the Republic of Kosovo.
  • The applicant must have a valid ID or passport of the Republic of Kosovo, and must be over the age of 18.

Who is eligible to be part of the program:

The following categories of borrowers are suitable for lending within this program.

  • Individuals who own or live in a house or apartment in which they plan to implement the appropriate investment
  • Groups of individuals, housing associations, associations of owners of multi-storey buildings or other equivalent bodies representing the interests of the inhabitants.
  • Service providers, such as Housing Management Companies and Energy Services Companies (ESCO) that provide maintenance, management, installation, construction, renovation or similar services under contractual agreements with individuals and residential associations.

What is Acceptable?:

Financing under the GEFF programme for the Western Balkans is possible for the following measures that contribute to the reduction of energy consumption and CO2 emissions in the residential sector:

  • Ventilation
  • External doors
  • Double/triple glazed windows
  • Wall insulation
  • Insulation of floors
  • Heat pumps with electricity
  • Hot water tanks
  • Solar Photovoltaic System
  • Solar panels for warm water
  • Roof insulation
  • Efficient lighting
  • Home appliances
  • Efficient boilers with biomassTechnologies, equipment and materials that are part of a funding category are listed in the Technology Selector. All products listed in the Technology Selector are pre-approved and therefore qualify for funding under GEFF without any additional approval. Financing is possible for individuals who own or reside in a house or apartment in which they intend to implement the acceptable investment.

Grant Payment Terms

In order to be eligible for grants, borrowers must comply with the Project’s eligibility rules and provide proof that the funded technologies have been purchased and installed. Please see below a brief summary of the terms and visit the linked pages for more information. To become part of the GEFF Program, the customer must first apply for Green Loan at AFK and get approval for the technologies that will be installed in their home. Only after the loan and technologies have been approved, the customer can proceed with their purchase and installation.
After installing the approved technologies, the customer can request verification and grant through the Loan Verification Management System from GEFF. Once it is verified that you have installed green technologies in your home, the grant will be transferred to your account. All rules regarding grant verification are detailed in the Terms and Conditions of the European Bank for Reconstruction and Development (EBRD) Green Economy Financing Facility (GEFF) for the payment of grants. The project may be considered eligible for grants if:

  • Includes technologies, equipment and materials listed in the Technology Selector (“Pre-approved Technologies”) or those technologies, equipment and materials which the Project Consultant has determined acceptable during the entity assessment.
  • All technologies described in the submitted documents (mainly in receipts) are installed in the settlement marked in the Verification Request.
  • Technologies are installed in residential environments (house or apartment) that are not used and will not be used for business purposes.
  • No other subsidy/grant will not benefit and will not benefit (p.sh. incentive fee, subsidy of municipality/government, subsidy of another project etc.).
  • The technologies/products deployed are not duplicated in the same residential environment.
  • The loan received from financial partners in order to finance acceptable technologies/products is still being repealed at the moment of verification of the project.
    The above are only the basic requirements under which the project’s entity for verification and grant payment is determined. Please read the full Terms and Conditions of the Green Economy Financing Facility (GEFF) to apply for the grant as they contain all applicable conditions.
    Note: Household appliances (refrigerators, freezers and air conditioners) are not eligible for grants.
